DISCOVERY BAY CSD IS A GROUNDWATER SUSTAINABLE AGENCY
The 2014 Sustainable Groundwater Management Act (SGMA) requires Groundwater Sustainable Agencies (GSAs) in high- and medium-priority basins to develop and implement Groundwater Sustainability Plans (GSPs). The intent of SGMA is for groundwater to be managed by local public agencies and GSAs to ensure a groundwater basin is operated within its sustainable yield through the development and implementation of a GSP.
Discovery Bay groundwater is in the Tracy Subbasin. The Tracy Subbasin has been designated by the California Department of Water Resources (DWR) as a medium-priority basin. On April 5, 2017, the Discovery Bay Community Services District became a GSA and on May 9, 2017 entered into a Memorandum of Understanding (MOU) with seven other east Contra Costa GSAs to work together in the development of a GSP. On September 11, 2018, application was made to DWR to split the Tracy Subbasin along the Contra Costa – San Joaquin County Line (Basin Boundary Modification request). The 30-day comment period ended midnight October 11, 2018.
The East Contra Costa Basin GSAs will provide periodic updates on the development of a GSP and you can monitor this process by visiting https://www.eccc-irwm.org/sgma.html
The Town of Discovery Bay encourages ongoing public comment at our Board of Directors and at our Water/Wastewater Committee meetings concerning our GSA activities. We would like to have your input and comments on the Basin Boundary Modification and development of the GSP.
